Eight teams were divided into two groups, Group A and Group B, with four teams each, and played in a preliminary league.
FC Tokyo Musashi won Group A, and Ventforet Kofu won Group B to advance to the finals.
The final was a heated match that went all the way to penalty kicks. Kofu took a two-goal lead, but FC Tokyo successfully came back.
However, Kofu tenaciously equalized in the final moments, making it 3-3, and the winner was decided by a penalty shootout.
Kofu won the penalty shootout 5-4, and Ventforet Kofu brilliantly took home the championship.
