In the preliminary league, a regulation was adopted where a win earned 3 points, and in case of a draw, a penalty shootout (sudden death from the first person) was introduced, with the winning team receiving 2 points and the losing team still receiving 1 point.
As a result, four of the 12 preliminary league matches went to a penalty shootout, making it a captivating tournament right to the end.
The final was between Shonan Bellmare, who conceded the fewest goals in the preliminary round, and Kumagaya SC, who scored the most goals in the preliminary round.
Shonan Bellmare scored two goals early on and won the championship with a final score of 4-0.
